Scott, is it safe to plug a mouse into a PS/2 port while Windows is running?

No, but this is not a Windows issue, it is a hardware one. Because of the design, it is generally not safe to "hot plug" PS/2 keyboards or mice at all. Hot plugging means plugging them in while the system is powered on. Most motherboards have that protect the motherboard based PS/2 ports, but this is not a given and damage can still occur even with the fuses. Scott.

A short time ago, I plugged a PS/2 mouse into my usual desktop PC while said PC was in Hibernate (S4) mode. Unfortunately, the PC in question, which has a Windows 7 Professional installation, didn't detect the PS/2 mouse until after I rebooted the system. Scott, is it likely that I damaged something? Keep in mind that the PC in question detects the PS/2 mouse now.

It's possible, but apparently it works so you got lucky. Scott.

If it works then there is no determinable damage. Scott.
