Hi Scott,

Windows 98SE on a Toshiba laptop , can't play VCD and Audio CDs. It displays the following message when you try to play either a movie or a song:

Windows Media Player cannot play the file because there is a problem with your sound device. There may not be a sound device installed on your computer, it may be another program..."

When I checked in the Device Manager, both the following had a Yellow Exclamation point:

* PCI Multimedia Audio Devices
* PCI Communication Devices

I checked the properties of "PCI Communication Devices", and it was reporting following message:

"the drivers for this devices are not installed (code 28)..."

Could I suppose that the glitch is not hardware related, an in-place reinstallation of 98SE could suffice?

Thanks, Kit

Hi Kit,
My name is Rod and I'm a PC Tech from Australia and a HUGE fan of Scotts. I'd say about 99% of what I know about PC hartdware have come from Scotts books and his other resources.

Windows (and windows Media Player) are telling you that you do not have sound and dial-up modem drivers installed.

You need to download these drivers from the Toshiba website for the correct model Toshiba that you have.

Also, you may not have other drivers installed. The first things you should do after a fresh install of an OS are install the latest service packs, drivers and Windows updates.

If this is not a fresh install of Windows then the driver files may be corrupted or some other data corruption.

In any case, download the latest drivers for your model Toshiba from the Toshiba website for your country since most laptop brands have different models for different countries.

Hi Kit,
Let me know how you went with the drivers.

Check my profile, you will see I am in Brisbane.

Yes, Scott's books are great and I like the DVD videos but my knowledge of PC hardware, software and related stuff is far far above what is offered in the videos.
The reason for this is simple:
1. I have all of Scott's books and have read them all many times each.
2. I have years of hands on PC repair experience.

Most of my knowledge has come from Scott's books and knowledge resources he recommends or has mentioned to me at some point.

Regards,
Rod
