My Windows 8.1 tablet will charge to 95% or 96%, and then cease charging; it does not charge to 100%. Is this default behavior? Can it be changed? Thanks.

That is normal on modern systems that feature a "Maximum Lifespan" or "Best Battery Health" power management option, which optimizes charging in order to improve overall battery lifespan. This includes not charging to or maintaining a full 100% charge all of the time the unit is plugged in. In that case you can de-select that option to change the charging behavior for maximum runtime vs. battery lifespan. Scott.
