Dear sir,
There is a guy that wanted to limit all downloads in his cybercafe to 1 Mbyte to prevent high downloads of some individuals from attracting high ISP bandwidth cost. His clients PCs and server are based on windows XP, his internet connection is either DSL or Dial-up, He is using internet explorer and mozilla as browsers. How should He do this? Thanks.

This is normally accomplished via the software used to manage a cybercafe. You can find listings of cybercafe software online. I have no experience with this type of software myself, so I cannot offer any specific recommendations. Let me know what you end up using and how well it works out. Scott.
